Roscoe, N.Y.
As of yesterday, Windows Phone 7 is in beta, which means there are updated development tools to be downloaded and installed.
You can also download updated source code from the free "preview edition" of my book-in-progress Programming Windows Phone 7.

The preview edition of "Programming Windows Phone 7" is a free download. It can be viewed infinite times. The final edition of "Programming Windows Phone 7" available later this year will also be a free download.
You can start writing programs for Windows Phone 7 right now by downloading the tools available through the Windows Phone portal. The development tools include a phone emulator for testing your programs.
I have been told that nobody outside Microsoft has an actual phone yet. (I don't.) But some software developers will begin receiving them later this month. Phones implementing Windows Phone 7 are expected to go on sale to the public in October.
I hope this helps. — Charles
